Unite with and educate the majority and punish only a few in accordance with the law

The basic policy China has adopted toward "Falun Gong" is as follows: Unite with, educate, convert and emancipate the majority of the "Falun Gong" practitioners who have been deceived or deeply involved and do not understand the true nature of Li Hongzhi and his "Falun Gong," and punish, according to law, the few who cherish ulterior motives and disrupt public order. As a result, 98 percent of the more than two million "Falun Gong" practitioners have broken with "Falun Gong" after the patient help from society, their units and families. Those few organizers and plotters who instigated illegal activities and the few core members of "Falun Gong" have been punished according to law. By the end of June, 2000, 162 "Falun Gong" cases had been tried, and judgment passed on 141 persons with legal effect, among whom 123 were given criminal punishment, 15 were exempted from criminal sanctions and 3 were found not guilty.
